1) In case I wasn't clear enough in the last edition of the Gazette, here's what's been decided regarding pokemon speaking.
- Psychics may communicate telepathically
- Your starter pokemon - AND THIS POKEMON ONLY - is capable of speech

In answer to the question: what, so my character never realized their pokemon could speak, and it just suddenly happened out of nowhere?
Just don't over think it. Pretend the pokemon has always been able to speak. I don't think anyone's too far into the RP for that to be too hard to do.
2) I never got around to the activity check as I ended up going on a trip where the internet was absolutely horrendous, against what I'd predicted. So again:

Starter Pokemon: When you go to get your starter pokemon, you'll be asked what type your character wants. Once given, the professor will provide you with several options. Then, you chose. Each starter pokemon is given to you in a special pokeball, made with extremely minute traces of soil from where the great meteorite struck. This special substance grants your stater pokemon a unique ability: the power of speech. Your starter pokemon - AND ONLY YOUR STARTER - may speak.
